Mae Ngat Somboon Chon Dam is located at Ban Mai, Village No. 5, Cho Lae Sub-district, Mae Taeng District, Chiang Mai Province. This is a soil reclamation dam with water receiving area of 1,281 square kilometers. The project is a study of planning and risk preventive in case of water over-drainage and dam damage due to flood and earthquake in order to gain confidence for the residents at the dam bottom area. Safe reservoir management and support the water diversion between the reservoirs covering both the normal situation, emergency and recovery to original situation. The objectives of the study are
1)Study the characteristics of flooding into reservoirs
2)Study the form and opportunity for the disaster of the dam
3)Study the water system's flooding through the area and the effects of the disaster
4)Study and design of warning system in case of emergency includes dam behavior measuring tools which is already installed and specify tools or buildings that are necessary to alert the malfunction of the dam and can alert the affected people to be able to move to a safe place in time
5)Study, specify the operational guidelines operation patterns of various organizations related to dam safety and downstream citizens both in the case of normal conditions, conditions before being affected, conditions when affected and after being affected by a dam damage or large volume of drainage
6)Create an Emergency Action Plan for communities from various dams as well as in the event of flooding caused by the drainage of dams in excess of the downstream capacity
7)Establish action plan for Mae Ngat Somboonchon Dam management to ensure safety in normal and emergency situations
8)Prepare action plan for flood affected areas after the flooding
The services included the following works:
•Compile and analyze hydrological data project engineering information and project information during construction for use in analysis Dam disaster
•Study of the characteristics of dam damage that may occur in terms of size, shape, duration of damage
•Study of flood graphs from water drainage more than usual and caused by dam damage. The study covers factors of geometry and surface area, downstream water levels and other related factors to define a flow chart and maximum flow rate
•To study the impact of the disaster on the dam in various cases possible, both in the event of earthquakes and non-earthquakes by covering affected area
•Explore topographic in the affected area in detail, showing streams, river cross-section, water obstacles, roadways and more, sufficient for modeling and warning.
•Collect and conduct additional surveys to get up-to-date information to map land use, town planning, land development trends of areas affected by disaster, and large amounts of water release
•Conducted additional surveys to create topographic maps in Digital Map format
•Study of water movement by hydraulic methods by using mathematical models with calculations and results of at least 2 dimensions to study the downstream areas in the case before the disaster of the dam
•Study of Mae Ngat Somboon Chon Dam Management Action Plan to ensure safety in normal and emergency situations and secondary water, diversifying water between the dams by considering the factors of dam safety and water management
•Prepare a flood map (Inundation Map) from the disaster of dams and large drainage to show details of water depth, velocity, flow, duration and flood severity of risk areas
•Create flood maps due to the disaster of dams and large drainage which is divided into sub-areas for drainage planning in order to reduce the effects to return to normal situation immediately
•Study and prepare an emergency action plan for communities in case of a dam disaster including case of floods caused by large volume water drainage of dams and training for emergency action plans
•Study and determine methods of operation by creating action plans of various organizations involved in the area related to the disaster of the dam in the case of normal conditions, conditions before being affected conditions when affected and after being affected by the disaster of the dam
•Study, set guidelines for damage assessment reporting of various departments and related organizations
•Study and investigate the various damages that may occur from flooding caused by the disaster of the dam such as the damage of the flooded areas distribution of toxic substances
•Study and prepare recovery plans that are damaged due to the disaster of the dam after the flooding.
•Study, design, and cost estimate the alarm system, alarm tower locations and necessary equipment
•Training for Royal Irrigation Department officials in order to transfer knowledge of using mathematical simulation program to create flood map at least 2 times in order to be able to use efficiently. Including deliver the active models to the department upon completion of the project
•Study and create guidelines for participation of the public sector, government agency in the management to ensure the safety of dams and assembly buildings
