Initial Environmental Examination for Boral Slage Grinding Plant Project

Narrative Description

Slag Grinding Plant Project of Boral (Thailand) Co. Ltd is located at 40 Moo 1 Soi Wat Samrong Tai, Puchaosamingphrai Road, Tambon Samrong Tai Municipality, Phrapradaeng district, Samutprakarn Province as shown in Figure 2.1-1. The project site is under the jurisdiction of Tambon Samrong Tai municipality. The project area, which was previously used as a sugar depot and dispatch jetty belongs to Phuang Phatthana Co. Ltd. The existing areas is 14,035 m2 (excluding jetty area of 1,564 m2) and the area will be expanded for 2,663 m2 to the east side to have the total area of 16,698 m2. The Slag Grinding Plant (SGP) will have a capacity of at least 250,000 ton per annum (tpa) initially with expansion to 500,000 tpa of GGBFS in the future.
The major purposes for preparing the IEE are as follows:
(1) The delineate in a quantified manner the significant environmental issues (SEIs), i.e., the significant hazards to environmental values which the proposed SGP may cause, and to delineate the specific EPMs (environmental protection measures) which must be incorporated in planning, building, and operating the SGP to control these hazards including the stages of  final design,  construction,  operation and maintenance.
(2) To ensure that the design of the plant based on the related laws and regulations will utilize applicable Cleaner Production technology as needed to minimize pollution emission from the plant in its construction and operation stages, so that the problem of controlling residual emissions will be minimized.
(3) To present the Environmental Management Plan (EMP), which summarizes all the EPMs, need to be carried out during the various project stages.

Services Description

The scope of services are as followings:
• Review the project description by studying the reports of the project design and monitoring of the field in the area.
• Environmental study including physical resources, biological resources, human use values and quality of life values that may be affected by the project by collecting secondary data and field data.
• Study about environmental regulations, environmental laws,environmental risk assessment and management.
• Environmental impact assessment and recommendations for management.
• Measures to monitor environmental quality.
