Review/Re-design, Project Management and Construction Supervision of Chevron Heliport Facilities in Nakhon Si Thammarat Airport

Narrative Description

        The aviation facilities will be used by Chevron to transport Cargo and passengers to and from the oil & gas drilling and production facilities in the Gulf of Thailand The Project will include facilities for safe departure & arrival of passengers, facilities for safe handling of cargo, space for parking-washing-cleaning of helicopters, sheltered overnight parking for helicopters with area for servicing and maintenance of helicopters, radio antenna tower offices for personnel of Chevron and service providers. The aviation facilities include Hangar and the Flight Control Office, Maintenance Crew Office, Security check, bag x-ray & metal detector, Waiting Area & Check in Counter for 100 passengers, Hangar for helicopter maintenance and housing, Basic medical services & nurse room, Five Helicopters pods for parking and cleaning, Washing Area and Taxi way.
       The design works had been done by design consultant, however the additional work for review and re-design for construction bidding and permit was assigned by Dynamic Engineering Consultants Co., Ltd.

Services Description

The scope of services are as followings:
Construction Supervision (Main Contract)
•Responsible to transfer any information from design state into the construction state.
•Provide any information for the any permit that required by these authorities.
•Develop and monitor quality control procedure for construction.
•Control construction cost, construction schedule and construction progress to meet with required of Project Team.
•Calling and chairing of regular co-ordination meeting with the contractor and other appropriate parties.
•Incase of delay or potential delay, methods shall be devised to prevent any delay.
•Preparation regular report about the progress and quality of works under execution and other relevant data about the construction work.
•Organize and preparing any training for all facilities to Chevron representative. (after construction completed)
•Supervision of the execution of all construction activities forms the commencement of the site preparation works till the completion date of the construction.
•Monthly valuation of the extent of the completed work and determination of the value of material brought to site for inclusion in Certificate of Payment.
•Preparation of Certificates of Payment of intermediate installment, due to contractors, usually on a month basis.
•Issue of change orders (after approval or instruction from Chevron) and determination of the value of missions and addition resulting from revisions.
•Inspection of shop drawing and as-built drawing made by the contractors.
•Checking and evaluation of requests for approval of equipment and construction material submitted by contractors.
•Accessing of requests and claims from the contractors such as for extra payment or extension of time and submission of recommendations to Chevron.
•Witnessing of testing and commissioning procedure and sign off commissioning and test form.
•Prepare punch list and follow up to clear all punch list items before Final Completion.
•Organize manuals and warrantee certificate from material and equipment to be issue by contractors.
•Address any subject related to the project at the request from Chevron.
Design work (Additional Contract)
•(1) ITC # 0001, Re-bidding Process, 3 months.
•ITC # 0002, Re-design Aviation Lighting System.
•ITC # 0003, Reviewing and Re-design CCTV System and Access Control System, 3 months
•ITC # 0004, Re-design “Request for change” from Thai Aviation Services (TAS).
•ITC # 0005, Factory Permit
•Services included preparing Bill of Quantity (BOQ) and Cost Estimation, Bidding Documents and assist owner in bidding process.
