Environmental Impact Assessment for Shore Protection Structure at Coastal Western Gulf of Thailand

Narrative Description

    The coastal erosion is occurred in both east and west of the Gulf of Thailand with an average erosion rate is more than 5.0 meters per year. The group of lower central provinces 2 leading by Phetchaburi Province has initiated the projects to for sustainable tackling with those problems. However, the project to protect and eliminate of coastal erosion problems in the Gulf of Thailand has required an Environmental Impact Assessment (EIA) report according to the announcement of the Ministry of Natural Resources and Environment determining the types and sizes of projects or activities requiring preparation of the EIA report. The EIA report shall be submitted to the Office of Natural Resources and Environmental Policy and Planning for approval before construction of the project, including:
1. Analyse on problems and causes of coastal erosion in Pakthalay and Bangkeow Subdistrict, BanLaem District. The distance along the coastline is about 7 km. Determine appropriate protection and corrective measures conform to the area characteristics and comply with the using conditions of the beach.
2.Survey and detail design the structure to protect coastal erosion, and preparing bidding documents of the project.
3.Study and prepare the EIA report for the construction of the structure to project coastal erosion conform to the guideline defined by the Office of Natural Resources and Environmental Policy and Planning (ONEP) and submitted the EIA report to the ONEP for approval.

Services Description

The services included the following works:
•Survey and study of coastal engineering aspects to propose the coastal erosion mitigation measures around the project area at least 3 options; considering construction cost, attraction, impact on beach use, environmental impacts and others potential impacts. Requirements and opinions of the communities in the area also taking into consideration. The coastal erosion mitigation measures around the project and other potential impacts will be proposed during the construction and operation phase of the project. Moreover, the monitoring measures, the implementation plan along with the optimize option, budget, duration, and responsible agencies will be proposed as well.
•Feasibility study on economics, cost benefit analysis of the project, and construction cost.
•Conduct detail design
•Plan and define the construction procedures, specify necessary machine and equipment for the construction as well as sources of construction materials. 
•Analyze bill of quantities, calculate the middle price of the construction cost in accordance with the criteria of the Comptroller General’s Department, maintenance cost, and implementation plan. The back-up sheet will be submitted as the evidence of referring middle price.
•Prepare the finial detailed design documents, tender documents, specifications, bidding conditions, requirements, draft contracts, as well as other relevant documents. 
•Provide recommendations for Phetchaburi Province about the bidding process.
•Environmental Impact Assessment (EIA), assesses the potential impacts on environmental resources that may cause by the project development. The characteristics and boundary of impacts from project development activities must be specified in both construction and operation phase together with establishment of environmental measures. 
•Conduct public relations activities and meetings/seminars to inform the study results and public hearing.
